Requirements first, with alternatives kept explicit
SpanSam counts qualification signals only when configured wording appears in a vacancy's structured Requirements. Missing Requirements are unknown, not evidence that a qualification is unnecessary.
A mention is not automatically a hard minimum. A vacancy can say “degree or diploma”, so both signals can be counted in the mention view. The separate highest-signal view is only a text summary of the highest configured level observed; it does not claim that level is the sole or minimum acceptable credential.

Methodology and limits
This report analyses current deduplicated opportunities indexed by SpanSam. It describes SpanSam's inventory and is not a complete census of qualifications requested across the South African labour market.
The configured taxonomy tracks 5 broad qualification levels. It does not yet attempt to classify every field of study, NQF level or professional credential. Multiple levels can appear in one vacancy as alternatives, so mention totals can overlap.
The “highest qualification signal observed” is a summarisation rule, not a statement of the sole or minimum qualification accepted. Career profiles are quality-gated by sample size and Requirements coverage, while historical comparisons are shown only when a suitable prior daily market snapshot exists.
Current data quality: 1281 of 1389 current opportunities (92%) contain usable structured Requirements.
